Origin and background
That union is the achievement worth knowing about, because the problem it solved is easy to overlook now that it is solved.
Before 1874, sending a letter abroad was genuinely difficult. There was no single postage. Senders needed to know the route their letter would take, pay each country along it, and often buy stamps from those countries or hand the item to an agent who could. Mail between two nations without a bilateral treaty could simply be impossible. The system was a tangle of separate agreements.
Delegates meeting in Bern replaced all of it with a single idea: the signatory countries would treat their combined territories as one postal area. A sender pays once, in their own country, using their own stamps, and every other member delivers as a matter of obligation. It is one of the oldest international organizations still running, now part of the United Nations, and it works so quietly that almost nobody knows it exists.
The domestic equivalent is the universal service obligation, the requirement to deliver to every address at the same price whether or not that particular delivery makes money. Remote and rural addresses cost far more to serve than they generate, and serving them anyway is the point rather than an inefficiency.
The arrangements are not frictionless. The fees members pay each other for delivering incoming international mail have caused serious disputes, including a threatened withdrawal by the United States in 2019 over rates it considered to favor high-volume senders.

- Send something international and consider what has to work for it to arrive.
- Write the address clearly and use the postcode. It is read by machine first.
- Clear the path to your door in ice and snow, which is a genuine injury risk for carriers.
- Post early in the day rather than late, which is when collections actually happen.
